CFR is the Code of Federal Regulations. A regulation is only valid if it implements a statutory grant of authority, and that statute is only valid if it's constitutional. I'm curious as to how the Army, a federal entity, got the authority to "manage" land it doesn't own. Pretty clear violation of separation of powers, no?
