Here's a question that needs asking: how did an Army colonel get the right to shut down a legal recreational activity carried on by civilians? I'd be willing to bet good money that he doesn't have the right to unilaterally impose such a prohibition.
If I were writing that letter, the first thing I would ask for is the text of the statute granting him that right.
