The Army Corps of Engineers are authorized by US Congress to manage 
various parcels of land.  In most cases, the Corps is providing design, 
engineering, construction, and maintenance services for rural areas that 
could not afford the project by itself (bridges, dams, parks, 
recreational areas) and doesn't have the funds to maintain the project 
once it is complete.

The Commander of each district receives his authority to manage the land 
from 33 CFR 327.12(a).
