The ice solution is simpler than a Peltier device and will require less power from the batteries. It does not require a hull penetration and is not tricky to design.

It's how I would do the job, though, if it were my sub. No moving parts, and once it's designed and built, you're finished. There's no maintenance, no refrigerant recharge (and none to leak into the cabin).
