Since the invention of rubber agricultural tractor tires, farmers have
been adding ballast to their tractors to maximize their pulling power
and to optimize balance and stability. That ballast comes in two forms:
iron weights and liquid-filled tires.
Liquid ballast comes in many forms. Most types of liquid ballast have
some limitation. They freeze. They're no heavier than water. They're
toxic, corrosive or very expensive.
Could this be a solution??? Speeds would still be reduced on highway of
course... I don't know how well liquid filled tires would go momentum
and weight wise.. You would probably need to purge the fluid out before
towing the sub anyway, as was mentioned before, 3 ton's of metal
swinging around behind your vehicle at 100km/h wouldn't be a pleasant
experience :)

Two minds with but one thought. I've been giving this problem some
thought, too, and found a similar tire source. I also went back and read
all I could find about Simon Lake's designs. Same conclusion: either you
employ solid tires or you have to make the pneumatic tires part of the
main ballast system and figure out a way to flood them COMPLETLY with
water when you submerge. I have no idea how to do that reliably. So back
to solid tires.
