Additional to my post below,
Instead of the suggested airline through the hull.
A solenoid valve could be placed outside on an air line if your tanks are external.
This would mean just a couple of wires through the hull to
raise & lower the video mast.
I had a look at my solenoid valve & it seams easy to waterproof.

You've got me thinking, wich is dangerous.
You could have a camera mounted on a pole that pivots at the hull.
It can fall backwards down toward the back of the hull but has a stop
to stop it from going forward of vertical.
Attach a piston to it diagonally from about 6inches up the pole to a
hinge point close by on the hull. The piston could consist of one pipe
fitting inside the other capped at each end (top of one pipe, bottom of other).
Put a snap on fitting or neumatic line fitting at the bottom of the pipe.
Have a through hull supplying air.
Turn the air on & the piston will push the camera from horizontal to vertical. Turn the air off & the air will leek out (because it's just two pipes with no seals) & the camera will fall back to horizontal aided by the subs forward motion.

Gyroscopes and/or accelerometers wired to small hydraulic "lifters"
under your seat to counter any "bobbing" action by the water.  Sort of
like the anti-earthquake "mass" technology for skyscrapers where they
put a huge mass (hundreds of tons) at the top of the building which
moves in the opposite direction of the building (whether by wind or
quake), thereby countering the movement and keeping the building steady
and straight.
