You've got me thinking, wich is dangerous.
You could have a camera mounted on a pole that pivots at the hull.
It can fall backwards down toward the back of the hull but has a stop
to stop it from going forward of vertical.
Attach a piston to it diagonally from about 6inches up the pole to a
hinge point close by on the hull. The piston could consist of one pipe
fitting inside the other capped at each end (top of one pipe, bottom of 
other).
Put a snap on fitting or neumatic line fitting at the bottom of the pipe.
Have a through hull supplying air.
Turn the air on & the piston will push the camera from horizontal to 
vertical.
Turn the air off & the air will leek out (because it's just two pipes with 
no seals)
& the camera will fall back to horizontal aided by the subs forward motion.
