Steve, you might referring to the Open Source Submarine (OSS) project 
that has been up and down a few times over the years. I notice the menu 
link on the website is not working, so here's the direct link to it, 
http://www.psubs.org/oss/ You'll note that one of the designs includes a 
saucer sub.

I suppose the biggest hurdle with a "co-op" owned sub is not the initial 
purchase, but the retrofit and operating expenses that go along with it. 
And of course the logistics of determining who uses it and when. Then 
there's the matter of insurance, etc. I don't know...not impossible, but 
certainly a slippery slope. Probably better off with less people putting 
in more money.
