I really don't understand that position. There is a long history of using "cartridge activated devices" on underwater (as well as aerospace) vehicles. There is nothing particularly dangerous in their proper application.
There are two types available, fragmenting and non-fragmenting. The fragmenting type release gases and can produce fragments of the bolt, the non-fragmenting simply separate.
There are also "shape memory metal" devices which in many applications can replace "explosive bolts" and have the benefit of being reusable.
