[PSUBS-MAILIST] Drug "submarine-like" vessels in the news again.

Nothing new, although this article is pretty accurate and makes
the distinction between semi-submersibles and submarines.  However,
there is one paragraph that makes me wonder if these will eventually
cause repercussions for psubs:

"Encounters have become so frequent -- and the dangers of boarding the
vessels so pronounced -- that the Coast Guard is pushing for legislation
that would make the use of "unflagged" semi-submersibles in international
waters a crime punishable by up to 20 years in prison, even if authorities
can't recover drug evidence because the smugglers scuttle the transports."

Very specific "unflagged", "semi-submersibles", "in international waters",
so I don't think it will apply to many of psubbers if it becomes
legislation, but laws seem to have a habit of expanding and changing...
