Replied earlier but we have lost our WiFi connection on Base and the outgoing mail is trapped for now in limbo on my desktop PC.

The gist of my reply:
Something that is bouncing around in my head would be a float activated diverter.  On the surface it would divert water in/out to the sides and once submerged, in/out the top.  Unfortunately, don't have the time right now to ruminate further and sketch something up as I am busy building "Excrutiator" and finishing my papers for the upcoming Conference.
