If you review the naval architecture world you will find that Rhino is (or already has) become the defacto product for ship design.  There are rudimentary stability caculation features in Rhino and for an economical add-on RhinMarine provides a wealth of useful information concerning your submarine design, hydrodynamics, and stability.  It also reasily interfaces with a variety of FEM programs.

I've been using Alibre Design for a couple years. If you are going to actually shed your own money on a 3D modelling program, I don't think you can beat it.  Put me on the list for a good human model too!
