Steel reinforced concrete have no problem taken up tension. A pressure
chamber could easily be made from concrete. There a huge condensate
tanks in a oil refinery not far from here. These tanks are made of
steel reinforced concrete.
All other reinforcement types then some sort of steel used for taking
up tension is still on the testing stadium.

A complete system for sat diving is a pretty large system. And again

if you thinking commercial then a submarine can no longer compete

against a surface vessel. The number of crew during sat diving is

large. And all of the requirements for backup and rescue is

tremendous.
