A diver lockout is fine in steel ...

But... i would sugest a concrete sub big enough to have a full sized saturation
dive facility (made of steel) inside. 

OR even better that has an advanced ROV or a JIM SUIT on board that makes
saturation dives obsolete and enable you doing work much deeper with less risk.
