yes..

No.. even a simple gliding motorboat hull is more complex than a subs
pressure hull. 
More differnet frames, more lines work, etc. Speed is more complex to
calculate etc.

In the Netherlands one guy built a Kittdrege style boat in less than 4
Weeks. 

Peter in Denmark build one sub a year - diesel electric and 7 or 12 and
24 meter long.

What I mean is that the physic behind a sub is simple.
