There is a tool called pstoedit (PostScript TO EDIT) which can convert
a ps file (similar to eps) to other file formats.  List among the supported
formats is DXF.  I've used this for converting a ps file to HPGL format
(as used by old plotters), but I've not tried converting anything to dxf.

As far as i know it is not possible to convert an EPS file to a DWG or DXF.
