I just had an idea while reading a cross section book. what about a sub 
with a 4 foot outer hull( made of thin steel or light weight material) 
and the a 3 foot inner steel pressure hull. the 6 inch space arround  
the 3 foot hull to the outer hull could be used as a balsast tank while 
keeping a very streamlined shape. because the outer hull is not 
preasureized you would still only have one through hull connection for 
each wire. just another idea to throw out there.
