The bubble around the sub must be at ambient pressure,
i.e. the same pressure as the surrounding water, otherwise
the water pressure would collapse (or dissolve?) the bubble.
Since 1000psi air is the same pressure as 1000psi water,
I'd imagine that hiding is bubble wouldn't decrease the
pressure requirements of the pressure-hull.
