Surfacing?

When surfacing in your submarine, what type of warning do you provide to boaters?  
Do you release a float that pops to the surface to indicate that a "diver" is down?  
Are "diver down" floats required during the entire submersion?

Along the same lines, has anyone attempted to employ a periscope in their PSUB design?  
If so, how did you construct it, or where did you purchase it?
