As long as your orifice diameter or valve restriction is small enough, your restriction will be operating in critical flow. In this case, the mass flow rate through the restriction is a function of only the tank pressure and restriction size and independent of the ambient water pressure. In this case, the MBT is not going to see the 3000 psi.
