Actually the level of control is extremely fine -- better than what I
had at 175 psi, because of the difference in the type of valve. It
sounds scary but in practice blows are not at all violent.

I assume that provides you some raw level of control over the actual 
pressure that's getting to the ballast tank, ie crack the valve and let 
just a fraction of air flow.
