I have seen/dove in a sub where the MBT was internal and also served as a
stiffening ring (think of a hollow circular stiffening ring that fills with
water).  I liked this design because you are getting the stiffening benefit
and not really sacrificing an unreasonable amount of interior space.

The K-250 uses an internal hard ballast tank but as Hugh pointed out space
inside the cabin is usually limited and internal ballast tanks can consume a
lot of valuable space.  There is the additional concern of introducing a
point of failure into the cabin that could prove deadly if a leak occurs via
either a valve, gauge or the tank itself.  Located on the outside such a
problem can be corrected by dropping the emergency weight, but if located on
the inside you run the risk of cabin flooding and sinking the sub.
