Glen,
there are many portable flange surfacing machines around that do onsite work and
wont cost much. Other than that you will have to find someone with a large
horizontal borer and take it to their shop.
IF
you want to do it yourself use a bench grinder with cup wheel mounted on an
angle plate which is mounted between nuts on studs on a round plate and get a
good quality “Lazy suzy” bearing between two steel discs. Bottom disc
should have nuts welded in 4 places 90 degrees so you can screw jacking bolts
against the inside of the ring or conning tower depending on dimensions.
IF you like the idea then we can do a sketch. Grinder will only do
about 0.1mm per rev. Depends on where you are, resources etc. Always
remember there are always minimum of 3 ways you should consider to solve any
problem. Hugh
