250 kw x 8 h  = 2000 kwh uesfull capacity required.

One of my lead acid block has 12V x 225 Ah = 2,7 kwh capacity - you can grab of about 85% of it = 2,3 kwh and each weight 70 kg. 

2000 kwh by 2,3 kwh = 870 batterys for 565 K USD and 60,9 ts heavy. 

You need lifting bags of some 20 m3(ts) volume to hold your 50ts dispacement sub at zero bouancy. 
The lifting bag will increase your drag a lot.. Maybe 3-4 times..

The technical solution for this request will be maybe lithium ion or polymer batterys with reduce the battery weight to about 15 ts. 
But increase the battery cost to around 2 Millions. And need in this large amount a really good cooling system.. 

If I had the need for a 50ts - 30 knots -shallow diver psub I would go with a close cycle diesel drive.. 
Drive building cost will be much lower than on the batterys sub but maintance cost for the liquid oxygen will be high.
