Actually, I know why. The bolt-thru was done for one simple reason. They were cheap and easy to build. ABS was brought in after this design was operational and had to agree that it worked, whatever they might have thought about it. The proof was in the pudding. You are correct. They were all certified A1+ by ABS.

If you are going to see the designers I'd be interested in hearing why they attached the viewports with thru-bolts (contrary to stachiw and ASME) and how they got that validated by ABS.  I believe those subs were certified.

Actually, Delta has nearly 7000 dives, and has never missed a dive due to mechanical issues. Once you see them, you'll understand why. They are as simple as an old-fashioned farm tractor. That is not an indictment. It works. Period.
