I think the point is that this is an order-of-magnitude more difficult to detect than the prior generation of semi-submersibles. This makes the search area that a single vessel or aircraft can effectively cover smaller, which means more resources have to be devoted to the effort in order to get the same results as before.

A underwater microfon system will detect any dieselmotor
- a automatic check up with a satelit and / or radarsystem will show if there is a ship or not.
If a ship is not vissible were the diesel sound comes from..
..send the coastguard to the spot.
