For me it looks like two identical halfs of Fiberglas joint together. 
Must be build somewere dry. 

I dont understand why it is so difficult to locate this subs. 
A underwater microfon system will detect any dieselmotor 
- a automatic check up with a satelit and / or radarsystem will show if there is a ship or not. 
If a ship is not vissible were the diesel sound comes from.. 
..send the coastguard to the spot.
