In case it wasn't clear in my original message, what you have described is exactly what is currently implemented. There is no fee for a "basic" listing and in fact the owner of the submersible may not even be aware that their submersible is listed in the database. It is free of charge. No obligation.

The detailed listings are reserved for members who financially support the database either directly or through their membership in a partnering organization. So as you described, those who pay get more fields displayed when the database is consulted.

The policy for fragmentary listings can certainly change and probably will as we get going.
