Given the purpose of the database, you should not put information
providers in a position where they have to pay you to include their
information. Getting information INTO the database must be free of
charge; you might even offer a small reward like a free listing. If you
have to get money, the best way would be through paid advertising that
would accompany ACCESS to the list. If that isn't enough you might
charge for enhanced DISPLAY - in other words, those who pay get more
fields displayed when the database is consulted. Even that might be
contrary to purpose, though, as in an emergency all data should be
immediately accessible to those who might need them.
If it were me, I would also be much more liberal in including
fragmentary information. A fragmentary listing tells you AND OTHERS that
there is more information out there to be gathered. If you put nothing
in, then so far as anybody knows there is nothing to seek.
