Hi, Frank - apparently the pingers are water activated.  Should you release an EPIRB, the pinger could be dragged into the wet part of the ocean on a short tether to your sub.
 
Any rescue op would more than likely involve listening devices.
 
A thought: consider contacting the Coast Guard about their protocols.  Most sub/sunk situations would involve pingers, I'm sure . . .
 
A pre-dive plan would involve leaving behind the necessary info with a loved one or dive partner, anyhow.
