While the Coast Guard may not have the resources to rescue a PSUB, they are the primary agency to be contacted within US waters for a DISSUB incident. They will then contact the US Navy who will determine what are the best resources to be activated to conduct a rescue and will then be the agency that is the Incident Commander. If this route is not followed (i.e. you attempt to contact the Navy directly) it will only slow down the activation of rescue resources.
