On a second view it looks like that the plexiglas, there bolts and retainer rings  
and the aft bolted endcaps of the battery tanks are much newer that the rest. 

I can imagine than somebody complete strip the boat and forgot the rest and later 
somebody add this items. Maybe as starter and that quit.
