I make a quick estimation and the material alone (new) is worth over 6000 USD. 
So anything below is a catch. 

It is clear an object for somebody like to have a Psub and has no weld expierence - because the steel work is 98%-100% done. 

And if he has expierence with GRP - he can finish this unit in a year or two in his spare time. 

The design is not so bad. 

A softtank as deck around. If the shell is to strong (means to heavy) 
and stability is an issue you can fix that also with pressure stable foam 
in the high of the waterline around the subs hull.
