Hi Jon, this is maybe a usefull object for restauration to get a nice compact 3-seater. 

I can not see why it should not stable. 
Special if somebody build a variable ballastanks as deck around it. 

The aluminium tanks looks like hard tanks. 

Will be a slow boat but for lake diving maybe the right thing. 

Rust seems minor to me. Sandblast the hole thing and epoxy and thats is..

Window design is okay - and the retainer inside around the portholes shows that the designer knows something about pressure hulls. 

I remember a very simillar but bigger size design and with a diesel engine - this looks like a forerunner - maby the same designer ?

For me it looks like the designer wants that this boat can stand stable on the ground and grap something with a bigger manipulator.
