Mike: I took one of the pictures and enlarged it. There are two cables connecting the dive planes on the conning tower with the horizontal fins near the motor. It looks like he controls the ones on the conning tower, and the ones on the stern follow suit. It also appears that the motor is connected to a bell crank, and can swivel left-to-right. (Hard to tell...picture got too pixilated at that point.) My question is: It looks like there is a cutout area under the sub near the stern; just before the hull begins to taper.
