I don´t like goverments and I don't like the rules and that prevent me from 
building rigid airships and manned spacecrafts or airplanes or anything 
else - having said that...

Since we dream of, sometimes build and even operate personal submarines - 
for the technical challenge, for the recreational effects or social ditto - 
western goverments will essentially not wish to stop our hobby. In fact - 
the more they know about us the more they will like us and realize that we 
are not really those smugglers or terrorists they are looking for.

I used to work with amateur experimental rocketry before I made the shift to 
manned submersibles. That meens working with solid, hybrid or liquid 
propellant rocket motors, the rockets themselves and their guidance and 
control systems. Building these things from scratch. Of cause this is an 
other potentially dangerous technology - but it was clear that the more we 
worked with it openly - the lesser legal problems did we have. The very best 
was to be on TV - since no goverment or police official could believe that a 
terrorist group would develop weapons of mass destruction on live TV.

In short -be open to the authorities - get some PR - just to disarm any 
ideas of what the mysterious yellow torpedo in your garage is all about.

Essentially - intelligence organizations need to be told exactly where to 
look, and with what to look to se much else than what they expect to see. 
Lack of imagination is their biggest problem.

Lets help them.
