I think it's an interesting idea.  I was thinking that the internal form would be the hard part of a concrete sub but a propane tank might make a good start!  Could it be that this would be a less controversial use for propane tanks in sub construction?  :-)  Then you'd just need some lumber framing skill to build the exterior part of the mold. 


It'd be interesting to see a discussion of:
*  rebar design
*  hull penetration design (ports, plumbing, hatches...)
*  concrete forumulas - mixing your additives (latex, fibers, etc.) , and
*  eliminating voids in your pour

After drawing the simple cross-section here my thought was, "Yeah, a concrete sub won't build itself."  Rolled steel still seems attractive to me.

We have here in the shipping museum a small 40 feet tug boat made from
strong concrete. Looks still operable - its from short after
world war II. :-) Metall was expensive during this period here in
Germany ..
