Usually it's just an engineer that got a hold of the part from a repair or botched order etc.  Probably someone recently fired.  I've seen all kinds of Navy crap on Ebay.  As for $25,000 for the indicator - that cant be the retail price of the item, that's just the "collectible" value of it.  Angle indicators on yachts installed cant be more then $500.
 
Wouldnt surprise me though.

that is why your taxes are so high. 25000.00$ for a angle indicator, that is insane. the next question is how the hell he did get one. The 688 class boats are still in use, why would the navy be disposing of parts now?
