Actually one of the bones of contentions
between the US and Canada is
passage, especially in the far north. Canada defines this area as other
than an archipelago which by law has the “right of innocent passage”
but doesn’t really meet the international definition. The US sends ships
and subs through there are every several years without formal permission to
keep the issue contested. Canada’s
effort to purchase a number of subs in the early Nineties was driven by this
issue. The US requests
permission prior to entry into Canadian waters for transits to Nanoose Bay to use the sound range there and
probably travels on the surface there due to the great opportunity for collisions.
The sonar gear in Juan de Fuca Straights was placed there after Soviet incursions
at the Bangor Sub Base.
You will require permission to travel
submerged or you will be the focus of an international incident.

I believe we have reciprocity with the US. They
come up to Nanoose
Bay to fire torpedoes,
etc. We let'em. ;-)
Actually, they do use our deep water inlets for
practise. i wonder if I need someone's permission . . . ah, idle
thoughts.
