Yes I remember.  The submarine was build near the
capital of Colombia.  An other submarine was build in
the coast and several more are believed to be
operating.  As far as knowwn they operate from Mexico
and are small ships some semisumergibles and other
real submarines.  If there is money many things are
possible. I don´t know more.  
Such a huge military submarine is not practical for
smugling I believe.
I am sure the weapons must be dismanteled for cicil
use.
