Cousteau had the same problem with his soucoup... very little freeboard. He used an inflatable watertight collar which could be inflated at the surface is sea conditions weren't ideal and opening the hatch was necessary. The collar did not increase freeboard, but protected the hatch from moderate wave action Under normal operations he didn't need it of course, because he boarded before launching and exited after retrieval. Most of us won't have that much surface support.
It is an idea to consider, but I don't know how successful or practical it was.
