According to the USCG, the boat has to have running lights.   Well, as
long
as it's over 16 feet and/or "mechanically powered."   Chapman's notes
that submarines have a flashing amber beacon (one of the results of the
meeting of the SS City of Rome and an S-boat).

However, in the Real World of bassboats and PWCs, they don't pay close
attention to lights.   I'd be willing to bet very few of the weekend
boaters
have any idea what the lights mean, or what's required.   Even fewer are
capable of being sufficiently aware of their environments to pay any
attention to an odd flashing light at the surface.

Keep us informed of this.  I've played with this a little, but it
deserves
more research than I can do.
