Your concept of an underwater hotel with submersible shuttle was designed in 
the early 80's as OCEANUS (a reather unfortunate name). I can give you the 
details off list if you like. It has to be designed and built to all codes 
and the insurance quotaton (for up to 15 occupants) was about $3.5 million 
premim in 1980 dollars.
