I think any volume saving would be offset by the PITA of tring to form just 
about *anything* around the innards.
You would probably be better off just reducing the size of your pressure 
hull to your acceptable limit and then using the elusive incompressable 
material to build an outter hull to make up its bouancy.
Or you could just do it the old fashioned way and use ballast tanks.

As for the material itself... You could experiment with foamed ceramics or 
glass bead/epoxy resin mixtures.
