Such a cylinder should met the endcaps some inches behind the smal radius... You will lost some space but You get a good stability and extra tank capacity...
If there are additional radial bulkheads lets say every 45 degree or so ... the inner cylinder canīt buckle and the thickness can be relatively thin..."
 
 
 
And if I understand what Andre's describing here, it sounds to me like (at least in the lower half of the hull) those compartments created by the radial bulkheads could be used as integral ballast tanks.
