thanks guys! I never really undestood the operation of the co2 scrubbers, I was assuming that they were a reactant, rather than a filter, and didn't realize that they would reduce the volume of air by physically removing the co2.
like I said, I THOUGHT it was a dumb question!

 It seems that whether you put the excess air into a tank, or vent it (which seems a better idea), you will still need a pump, because as Adam said, the surrounding pressure also increases. A valve would only equalize the pressure, would it not?
