Thanks Ray, Lew, Robert, Jonathan, Carsten, and all else
who responded to and/or thought about responding to my question!

For now, it seems to remain unresolvable. For the time being,
how about just posting a message declaring an attachment with
file type and size and leave it up to individual subscribers as to
whether they want it or not. JPEG files can take up a lot of space
and I can imagine there will be an occaisional file[s] that will exceed
a <= 40K limit. For example, I have some old magazine photos
that are a bit faded [through aging]; however, if I scan them at
600x600 grayscale, this seems to pick up contrasts and highlights,
often turning out better results than the original photo. These scans
can exceed 40K.
