Yes, anonymous ftp is certainly possible, but it also opens up the
server to abuse by non-psubbers.  For example, if I know about an
anonymous ftp account on server X, I can upload huge files to it
and tell my buddies to download them from server X.  So now,
server X becomes a staging point and absorbs the hit for traffic
that has nothing to do with its operation.  Anonymous FTP is also
a common entry point for hackers.
