Yes it is - useful figures are : 
1.) the displacement of one or all the ballastwater
2.) the displacement of one ore all the regulator tank
3.) the displacement of the drop weight/or weights  
4.) combinations of 1-3.) 

10 N equal to 1 Kg (1000 gramms) or 1 Liter of Freshwater
or 2,2 lbs.
