One thing that I just thought of is Aluminum Vortex Combustion. AVC can
theoretically run underwater, and definately can run in air (all the Aluminum
powder that I've lit off seems to burn just fine with air.....) and I don't
see why the thrust that comes directly from the AVC can't be used to push the
vehicle at all times except when taxiing and such.
